Independent structural review for Reading Borough Council
SWJ Consulting was appointed as the Independent Structural and Civil Engineering Advisor for Reading Borough Council on the redevelopment of the former Central Swimming Pool and leisure centre site at the corner of Battle Street and Bedford Road.
The scheme will deliver 62 affordable homes including sheltered housing units for residents over 55, 13 supported living apartments, 20 general-use residential units and an Adult Social Care Day Centre
Providing Independent Technical Oversight
Our remit was to independently review and assess the contractor’s structural and civil engineering proposals to ensure compliance with relevant British Standards, Building Regulations, and project-specific requirements.
This quality assurance role was designed to minimise future risk, reduce the likelihood of unforeseen construction issues, and provide confidence that the design-and-build contractor’s proposals met the council’s expectations for safety, quality, and long-term performance.
As part of the review process, SWJ Consulting developed an independent 3D analytical structural model based on the contractor’s engineering information. By independently testing the scheme, we were able to verify structural performance, validate engineering assumptions, and confirm the robustness of the proposed solution.
This rigorous review process ensured that the designs had been assessed to the same standard we would apply to our own design work.
Although some differing engineering interpretations were identified during the review process, the final assessment concluded that the proposals were compliant with the relevant standards and regulatory requirements.
